JNU students demand withdrawal of circular on expenditure

Raising slogans: JNU students outside the Union Ministry of Human Resource Development in New Delhi on Thursday to protest against a recent circular regarding fee hike, withdrawal of hostel subsidies and levying of user charges.


NEW DELHI: Students of Jawaharlal Nehru University under the aegis of the students’ union staged a demonstration outside the Union Human Resource Development Ministry at Shastri Bhavan here on Thursday demanding immediate withdrawal of a circular calling for expenditure management. The Ministry circular dated September 12 is about “Expenditure Management: Economy Measures and Rationalisation of Expenditure”.
“In the name of austerity universities are being asked to undertake a 10 per cent cut in non-Plan expenditure. The circular calls for fund cut, fee hikes, withdrawal of hostel subsidies and levying of user charges. It is a direct attempt to commercialise existing public-funded higher education institutes and shut their doors for the common students,” said JNU Students’ Union president Sandeep Singh.
In a memorandum submitted to the Ministry officials, the JNUSU said: “The worth of higher education is not measured in terms of fees or funds, but to the extent to which it creates individuals who contribute to society and the production of knowledge. The hard facts point to the urgent need for expanding the expenditure on higher education (in the country) and not reduce it.”
